Re-enable Windows Docker git-lfs tests

What does this MR do?

As per #30865 (closed), git-lfs was disabled for Windows Docker tests because there was some unknown error and git-lfs wasn't telling us the reason.

Now that we're on a newer version of git-lfs hopefully the problem is either fixed, or at the very least, we can find out why, because the reason for the error in newer versions should be provided.
