Retry package-deb and package-rpm when job times out
What does this MR do?
With this MR, package-deb and package-rpm are retried when job times out and the timeout is decreased to 15 minutes
Why was this MR needed?
To reduce the impact the package-* failure on the pipeline (specifically on the merge train)
