GIT_LFS_VERSION must be specified when running make at the command line.

What does this MR do?

It fixes the contributing doc such that the given 'make' command will succeed. We have added GIT_LFS_VERSION=3.4.0 for CI jobs -- that's set in gitlab-runner/.gitlab/ci/_common.gitlab-ci.yml. The makefiles depend on it for the installation of LFS into docker images, and it must also be specified by users who are building outside of the CI pipeline.
