Allow specifying image platform to pull images in docker executor

This MR is a continuation of !3916 (merged). Thanks to @ar-mali for authoring the bulk of this.

What does this MR do?

Allows specifying image platform to pull images with a specific platform.

Why was this MR needed?

To allow different architecture images to be used on systems that support multi architectures
