Revert "Prune tags when fetching"
This reverts commit 70ef497e.
We've identified that this change have significant negative impact on large repositories with a huge amount of data.
This change needs to be reverted (as the 16.3 release is just to be tagged) and re-introduced after redesigning it to handle the problem we're now aware of.
