https://gitlab.com/gitlab-org/gitlab-runner/-/issues/31065 mentions vulnerability CVE-2023-2253 against github.com/docker/distribution. We have to update this dependency to resolve the vulnerability. According to the report the vulnerability is fixed in version 2.8.2-beta.1
