Upgrade taskscaler to latest version
What does this MR do?
This MR upgrades Taskscaler on the 16-0-stable branch. This was already done on main: !4114 (merged)
Why was this MR needed?
This MR pulls in a bug fix needed for a customer-facing issue.
What's the best way to test this MR?
go test ./... and run a scale-up and scale-down test. I did this and both passed.
