Upgrades github.com/kardianos/service.

Why was this MR needed?

Originally it was due to a suspected vulnerability, but this was a false alarm. We're mostly updating this to bring in fixes/keep up to date.

What's the best way to test this MR?

The last time we upgraded, we did some quick manual QA on some instances: !2729 (comment 506231134)
