Draft: Add FAQ section from blueprint page to Register runners page
What does this MR do?
The FAQ information about the new runner workflow is currently in the blueprint doc, which is very design heavy and outside of the general customer facing docs.
This MR proposes adding the content from the blueprint doc to the Registering runners page in the customer docs to make it more contextually relevant.
