Add fine grained configuration of autoscaler histograms
What does this MR do?
Makes autoscaler histograms configuration more flexible.
Why was this MR needed?
Not every kind of taskscaler/fleeting operations are executed in the same time constraints. By adding this MR we can adjust histogram buckets specifically for every kind of the operation.
