Resolve "Runner FIPS RPM packages conflicts itself"
What does this MR do?
Removes the gitlab-runner-fips conflict from gitlab-runner-fips package.
What's the best way to test this MR?
On a RHEL derivate, run rpm -q --conflicts on both the FIPS and the non-FIPS RPM. The FIPS version should conflict the non-FIPS, and vice versa.
