Slightly change message shown when .runner_system_id cannot be written

What does this MR do?

This MR slightly changes the message shown to the user when the .runner_system_id file is not accessible.

Why was this MR needed?

We decided to not force people to have this file, we can just store the ID in a best-effort fashion.

What's the best way to test this MR?
