What does this MR do?

Update the removal milestone in warning log message for step_script from 14.0 to 17.0

Why was this MR needed?

As noted in this bug, the current warning is confusing as the build_script was not removed in 14.0. Also, as noted here, the warning is needed, and so this MR does not remove the warning, but instead changes only the target removal milestone.
