Reverts !3741 (merged)
Why was this MR needed?
!3741 (merged) created a regression for linux/386 binaries: #29498 (closed).
@ajwalker have identified that it's caused by a problem in the BurntSushi/toml library. Correct fix of the problem requires a fix in the upstream and we're at the edge of our release, so for now we will revert the library upgrae.
