What does this MR do?

Address a comment that points out a subtle inaccuracy in the documentation of Use the agent to install GitLab Runner.

The current docs state that no namespace information is included in the resources generated by helm template. Preliminary testing by @Alexand seems to indicate that this is true only of the ServiceAccount.
