Add podman-plugins package dependency for service container network aliases

What does this MR do?

This MR updates the documentation for Podman use with the Docker executor in GitLab Runner.

Service containers that define a network alias will produce the following error unless the podman-plugins package is installed:

*** WARNING: Service runner--xyz-docker-0 probably didn't start properly.

Health check error:
create service container: Error response from daemon: bad parameter: link is not supported (docker.go:1170:0s)

Service container logs:
 mount: permission denied (are you root?)
 Could not mount /sys/kernel/security.
