What does this MR do?

Updates the Using Security Context Dockerfile example.

Why was this MR needed?

Because it was not correct when attempting to build custom image off of registry.gitlab.com/gitlab-org/ci-cd/gitlab-runner-ubi-images/gitlab-runner-helper-ocp.

What's the best way to test this MR?

Attempt the existing example to a pulled image and then the suggested change.
