What does this MR do?

Updates gitlab.com/fleeting/taskscaler dependency.

Why was this MR needed?

As described at gitlab-org/fleeting/taskscaler#1 (closed) taskscaler had a bug that was causing the unavailable value to occasionally get negative numbers - which is not expected.

The bug was fixed. This change updates taskscaler dependency to the fixed version.
