Build s390x images alongside the other images

What does this MR do?

With d9453810 we took s390x out of the job which builds all image architectures which caused it to not be included in the final manifest.

We took out s390x since it was flaky but after the COS updates we hope this to no longer be the case.

Why was this MR needed?

To publish s390x images again

What's the best way to test this MR?

Build should pass and include s390x in the logs. I'll then double-check the bleeding images after it's in main.
