Update git-lfs to 2.13.3

What does this MR do?

In UBI images gitlab-org/ci-cd/gitlab-runner-ubi-images!31 (merged) we saw that version 2.11 of git-lfs is no longer available from the repositories. This will most likely begin happening on other places we are using git-lfs. 15.0 is a nice time to upgrade it and additionally it will be in sync with ubi images
