Fix alpine-latest pipelines for pwsh and prevent this happening on main in the future

What does this MR do?

Fixes the pipeline failure https://gitlab.com/gitlab-org/gitlab-runner/-/jobs/2453125716

Also makes sure we won't encounter such issues in the future by importing and tagging the images regardless if we are going to push them.
