What does this MR do?

Why was this MR needed?

Here http://gitlab.com/gitlab-org/gitlab-runner/blob/0f4489a707d7034923a0772b94f498da8254091e/ci/build_release_windows_images.ps1#L159-L159 we tag GitLab Registry and ECR registry images but cleanup only the former.

What's the best way to test this MR?

Build should pass and windows logs should show the image being untagged

What are the relevant issue numbers?

Discovered during the development and related to #27219 (closed)
