Draft: Post container scan results to Security dashboard

With this change we should have container scan results pulled from https://gitlab.com/gitlab-com/gl-security/appsec/container-scanners/ and added to the vulnerability dashboard of the scanned project.

'CONTAINER_SCAN_PROJECT_API_TOKEN' needs to be added as a project variable. It can be found in 1password gitlab/engineering/container scanning trigger&api token
