What does this MR do?

Removes the vendor/ directory.

Why was this MR needed?

No longer really needed. Occasionally makes reviews harder when the diff is very large due to dependency version changes.

What's the best way to test this MR?

N/A. Pipeline used to check if the vendor/ directly was up-to-date. This check has been removed, so pipeline should pass.

What are the relevant issue numbers?
