Update to minio-go v7.0.13

What does this MR do?

This MR updates the version imported of minio-go to v7.0.13.

Why was this MR needed?

This is required to support AWS IDMSv2 in the gitlab-runner.

What's the best way to test this MR?

Standard validation of IAM credentials in AWS for usage of s3 for cache.
