What does this MR do?

Update the CODEOWNERS file so that @msedlakjakubowski, @rdickenson, and @kpaizee, who already the Maintainer role, can approve docs MRs in the Runner repo.

Why was this MR needed?

Sometimes we help out with docs reviews in this repo, or act as a backup to Suzanne when needed, but aren't able to approve due to the strict codeowners rules (which were fixed in !3018 (merged))
