Fix on-demand releasing of helper images
What does this MR do?
Fixes a typo introduced in !2540 (diffs), that prevents helper images from being published to registry.gitlab.com when asked.
Why was this MR needed?
To make publishing helper images to registry.gitlab.com possible.
