What does this MR do?
This attempts to add an APT-packaged release for gitlab-runner on Debian bullseye at https://packages.gitlab.com/runner/gitlab-runner/
It may be a naive attempt at the solution; glad to hear any feedback on the circumstances around release packaging and distribution support.
Why was this MR needed?
This reduces the installation friction for users gitlab-runner on Debian bullseye.
