What does this MR do?

Delete unused 1909 allowed test failures

Why was this MR needed?

In !2924 (merged) we merged the removal of 1909 but didn't remove the allowed failures for 1909 we removed 1903 by mistake.

1903 is also being removed in !2915 (merged) which is why the file wasn't added back.

What's the best way to test this MR?
