docs(docker-windows): old Docker troubleshooting

What does this merge request do

We have two parts in the documentation explaing the same thing. Try to unify them into 1 single source of truth and also remove the mention of Windows 1909 since this can apply to any version and we are dropping support for 1909 in #27899 (closed)
