Relaocates the trigger for runner-incept to postrelease
Why was this MR needed?
runner-incept has proven to be flaky due to race conditions related to helper image availability. This removes that issue.
What's the best way to test this MR?
Verify it is triggering runner-incept after the identified release job has completed.
