Remove deprecated Makefile targets

What does this MR do?

It removes the deprecated makefile targets that pointed to the replacement makefile targets introduced a year ago.

Why was this MR needed?

To clean up our makefiles.

What's the best way to test this MR?

The removed makefile targets were intentionally self-contained in a single file for easy removal, so it shouldn't impact anything in the rest of the makefile.
