Docs: Links documentation to working example for CMD Shell usage on Windows GitLab Runners where only PowerShell can be the default

What does this MR do?

Links the CMD Shell deprecation notice to a working workaround project that demonstrates how the CMD shell can still be used when PowerShell is the default shell under GitLab Runner on Windows.
