Add CODEOWNERS for 3 files at repo root

Pedro Pombeiro (OOO from July 16th till Aug 7th) requested to merge docs/27424-CODEOWNERS into master

What does this MR do?

Creates a CODEOWNERS file to allowlist maintainers for all files, and then additionally the team members for .editorconfig, .gitattributes, and .gitignore.

Action items after merge

  1. Maintainer: Go to https://gitlab.com/gitlab-org/gitlab-runner/-/settings/repository

  2. Maintainer: Update protected branches so developers+maintainers are allowed to merged and make sure Code owner approval is ticked like below
