Simplification of dind service section
Some suggestions for improvements on this documentation page - I've recently used the page for configuring GitLab Runners behind a web proxy. I'm not a GitLab employee, so call this a community contribution (?)
Much of the removed text was interesting background, but as this page is task-focused it made the page harder to read, so was removed.
