Draft: increase verbosity of distributed cache errors
What does this MR do?
Increases output verbosity of HTTP error responses for cache-extractor, cache-archiver and artifacts-downloader.
Why was this MR needed?
To analyze a 403 forbidden error response as reported in #25972 (closed).
What's the best way to test this MR?
Configure S3 cache with IAM role as described in #25972 (closed). Run any CI/CD job with caching enabled.
