WIP: Add base k8s test config
What does this MR do?
This is an import of some very basic, smoke level tests that were previously executed locally. Requires refactoring. After configuring to run in CI, possibly with existing k3s service as in https://gitlab.com/gitlab-org/gitlab-runner/-/blob/master/.gitlab/ci/test.gitlab-ci.yml#L246, will setup as independent child pipeline.
Why was this MR needed?
Fill integration test gaps
What's the best way to test this MR?
Manual verification of pipeline execution. Eventually with test results reported in slack channel #g_runner.
