Add Windows Server Core command for logs

What does this MR do?

Our current instructions for Windows instructs users to use the Event Viewer to look at logs.

Event Viewer is available if you have a Windows graphical interface.

Windows Server Core is CLI only, so you have to run Powershell commands instead to get the logs. I have added an example command.
