Fix broken links in the gitlab-runner docs
What does this MR do?
Based on the broken links job, listed at https://about.gitlab.com/handbook/engineering/ux/technical-writing/#regularly-scheduled-tasks, I've found several broken links in our runner docs
One open issue; there's an ntrights.exe download for Windows 2003, which I think might be a separate issue, #27216 (closed). I've added a comment to just before the doc to download that exe file.
