Move doc/dependency_decisions.yml file to a better place
What does this MR do?
Moves the doc/dependency_decisions.yml file to a better place.
Why was this MR needed?
When working with the documentation I always find myself opening first the doc/ directory and finding out that my brain is lazy and don't want to remember that our docs are under docs/.
The doc/ directory was introduced in !1279 (merged) and the only purpose of it was to hold the doc/dependency_decisions.yml file. It was chosen because this is the default location for that file and License Finder is using it when present.
But the doc/ is really confusing when we have also the docs/ directory.
As the dependency_decisions.yml file is a configuration file for one of our CI jobs, a better place for it would be the .gitlab/ directory. And this MR does exactly this. Moves the file there
