Draft: PoC: Update handling of steps

What does this MR do?

I started trying to improve handling of steps:

  • user defined
  • after scripts
  • or any other

This is far from being done, complete, or small, but this shows my intended direction to make after_script or any type of steps to be:

  • have a clear order
  • clearly defined as far as execution goes: predefined envs, description, when/allow_failure
  • adhere to when / allow_failure in a same way as everything else
  • remove a very special handling of after_script in various places
