Remove needs from feature flags docs job
What does this MR do?
The docs pipeline is broken because the check feature flags docs job has needs: - 'prepare done', but the prepare done job does not run in docs pipelines. Returning the feature flags docs job to follow regular staging style for now, so we can merge docs again.
