Fix link to TOML docs Array of Tables.

What does this MR do?

Updates a link to the TOML's documentation for Array of Tables.

The previous link did not point where one would expect.

It looks like v0.3.1 of github.com/BurntSushi/toml corresponds to this commit, at which point we can see in the README.md the library is compatible with TOML 0.4.0.

Moving docs to a new location?

Nope.

  • Make sure the old link is not removed and has its contents replaced with a link to the new location.
  • Make sure internal links pointing to the document in question are not broken.
  • Search and replace any links referring to old docs in GitLab Runner's source code
