Resolve "Change QEMU handlers installation image"

Pedro Pombeiro (OOO from July 16th till Aug 7th) requested to merge 26552-update-qemu-handlers into master

What does this MR do?

  • Moves to the docker/binfmt Docker image for installation of QEMU handlers.
  • Fixes the prepare ci image job so that it is also triggered if only the image name and other common variables change.

Why was this MR needed?

To fix the CI job in !2263 (merged)

What's the best way to test this MR?

The build in !2263 (merged) is passing due to the changes made here.
