What does this MR do?

Update documentation for helper image tags

Why was this MR needed?

  • Make it more clear that the CI_RUNNER_VERSION tag for the helper image was introduced in 13.2.
  • Make it more clear that the CI_RUNNER_VERSION and CI_RUNNER_REVISION tag are the same and they point to the same image. Both of these are floating tags and can be removed any time.
