Adds workaround for env vars in config.toml

What does this MR do?

At the moment it is not possible to use environment variables in values.yaml file when configuring GitLab Runner Helm Chart. This MR adds the note about it and the link to the temporary workaround described in gitlab-org/charts/gitlab-runner#173 (comment 351057890).
