Fix Dockerfile issues reported by halolint

Pedro Pombeiro (OOO from July 16th till Aug 7th) requested to merge fix-hadolint-issues into master

What does this MR do?

Addresses the issues reported by hadolint in !2027 (merged)

Why was this MR needed?

To avoid future merge conflicts whenever the Dockerfiles change until !2027 (merged) is merged.

Does this MR meet the acceptance criteria?

  • Documentation created/updated
  • Added tests for this feature/bug
  • In case of conflicts with master - branch was rebased
