Minor rewording in PROCESS.md templates

What does this MR do?

It updates the templates we use for quick replies in MRs to make them a bit more formal. I think it also makes it more obvious to the recipient that this is a template response. Personally, when on the receiving side I like to know when a reply is based on a template.

Moving docs to a new location?

  • Make sure the old link is not removed and has its contents replaced with a link to the new location.
  • Make sure internal links pointing to the document in question are not broken.
  • Search and replace any links referring to old docs in GitLab Runner's source code

Merge request reports
