Remove release tag from jobs

Why was this MR needed?

In #21299 (closed) we are removing the gitlab-runner-builder.gitlap.com project specific Runner since the variables defined in config.toml are moved to Settings > CI/CD > Variables

Testing

All variables have been migrated and we can see !1960 (merged) running the release jobs on the shared Runners with no problem.
