What does this MR do?
Enables Category:SAST and ~"Category:Dependency Scanning" jobs for gitlab-runner
Replaces previous MR !873 (closed) with a NO_DIND version, including deprecation of License-Management in favor of License-Scanning, SAST, and Dependency Scanning.
